  Faster Processing of Business Permits and Licences

  The Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 seeks to cut the red tape involved in business registration and permit renewals. It aims to push all government offices and agencies in the Executive Department including local government units (LGUs), government-owned or -controlled corporations, and other government instrumentalities, located in the Philippines or abroad to introduce a one-stop-shop and incorporate innovations through online applications and digital payments.

  Standard Turnaround Time for Goverment Transactions

  All government agencies have to comply with standard turnaround times for various transactions which are from 3 to 20 business days. All applications duly submitted to an agency will be automatically approved if they fail to process the application within the prescribed time frame.

  Automated Business Registration Process

  To reduce the risk of graft and corruption, all application forms will be moved online, and digital copies of documents will be submitted electronically. Likewise, licenses and permits can now be printed at home, and this copy shall have the same authority as a hard copy. The introduction of digital payments thru different payment channels shall also be accepted by the government agencies at minimal convenience fees.

  Anti-Corruption Policy

  All government offices and agencies in the Executive Department including local government units (LGUs), government-owned or -controlled corporations, and other government instrumentalities, located in the Philippines or abroad are encouraged to implement a zero-contact policy between government employees and business applicants by launching an online business permit portal. This is sought to improve the government agencies’ level of service delivery, transparency, and accountability.

  Citizens Charter

  Citizen’s Charter is a set of standards that All government agencies and local government units must post or advertised containing their most current and updated service standards. The Citizen’s Charter details the following: A checklist of all the requirements for each type of application or request The procedure to obtain a particular service The person/s responsible for each step The maximum time needed to accomplish a request The necessary documents to be presented, if needed Fees required if needed The procedure for filing complaints

  Accountability of Heads of Offices and Agencies

  The Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 prescribes administrative and criminal liability to the officials and employees who may act inappropriately. The law holds the government personnel and officials accountable if set standards and procedures have not been met and have not been properly executed.
